Western railway site indicates tentative plan for additional coaches to some trains, are they really doing that????? and at what stage ie is it the time of preparation of chart???

Yes, they are. Its logical to assume that the data on the official site is not just for fun right? Usually attachment is done before chart preparation and when it happens the existing waitlist drops steeply.
