Transfer a ticket to a family member rule is just impossible, I tried to do the same, and railway staff asked me the reason that why is your dad not travelling on this ticket and you are going, your dad must have valid reason, and if reason is medical then you must provide medical certificate.
My dad booked a ticket before 3 months to attend a marriage, now he decided that he should be on shop so I requested railway to transfer that ticket to my name and they denied that this is not a good reason so we will not transfer ticket.

they have told me that E ticket can't be transferred, I really don't understand why it's not possible as it is not mentioned anywhere that you must have medical certificate if booked passenger is not travelling.
