yes.. but clerk is saying you won't get full refund.
I am totally confused. Single passenger fare is almost 2400.

there are lots of other quotas in a train like HO, Handicapped, Dutypass, Parliament, Cancer.
all this quotas are released upon chart preparation. If this quotas are not booked by anyone than the seats are released to tatkal waiting list passenger.
I have this idea and have checked many a times.
#admin can say their knowledge.
