only 3 rakes are enough for vskp-ltt but waste till scor icf is better than after scor they can allot lhb because after implementing scor ecor will stole all new rakes and send old kurdha road or bbs division coaches same like tirumala etc

But delhi takk challake equal benefit (quota) nahin millega aapne jo Sahar mention Kiya + lucknow inko direct connectivity ki need hain as they don't have any connection to VSKP being a big cities of UP.
