I am in favour of increasing 3rd AC coaches in trains in which AC class become in waiting before 30 days of travel.
The reason is everyone cannot plan there journey in well advance and we should not ignore that class of people.

70% who can pay are not only ones who only buy in AC class only.
Also as you said 40% who can plan are not the only ones who plan for AC class. So if there is 2 sleeper class coach then how it's justified. They pax booking in sleeper don't have even chance as it will fill quickly.
