Yes as per rules as it is illegal to travel with WL ticket (both PRS and E-ticket).....but in SL many waitlisted PRS ticket pax travel....
Up/Bihar ki trains me waisa hota hai mostly.....I don't think isme itna jyada hoga
E tickets get auto-cancelled if the PNR is full WL after charting. So there is no ticket only. If one gets onto the train with that VRM then he/she is going to be fined heftily as that person will be treated as Without ticket
