Railway project implementation committee have to be appointed with members from the State /District Collector .
A district collector knows only the general view and not the in depth details , this was said by E.Shreedharan (Delhi metro) , a separate entity has to be created to monitor this
Land record officials are under the District Collectors control only.
Rail project are nt stopped only because of land acquisition , there are many other factors also
