(1) A large country with very high population which continue to grow at high rate. This leads to very high intracity and intercity traffic in cities.
(2) Large number of road vehicles jostling on relatively lesser and inadequate road network leading to a chaos, very slow average speed of travel, large number of accidents, injuries & deaths on roads

Low per capita income of citizens
the very high emphasis on electric vehicles/road network/air network and relatively lesser emphasis in development of railway transport is surprising. Rail transport being safe, high volume & cost-effective, suits best to India
