This is always a big challenge in these set up. A person is appointed and hardly gets time to implement things properly. By which time he retires and a new person is appointed. The new person will come with his own set of priorities and things will again take their own time
Evry govt dept faces this dilemma.
Each new govt after 5 years disturbs the set up as per its suitability transferring and posting bureaucrats at will. Or in other case a suitable candidate reaches the apex level when he is about to retire and hardly gets any time to implement his vision
Repercussions are bore by middle and lower level staff which in turn keeps toiling to serve the dynamically changing target
