Ok this is useful information, then why is SR ranked 1st in Other Than Premium Trains Category.
There can't be 2 winners.
They've specifically mentioned SR, so it must be a winner in some category.
And if SR is winning in Other Than Premium Trains Category then there must be a Premium Train category.

The best part is the other article which quotes 'A Railway Ministry spokesperson told ToI that the survey results have not been made public yet "since there were some issues with the modalities of the survey and it is being reworked." However, the government has made the ranking of stations on Swachhta parameters public.
