Waste of public money, instead they should have given it a LHB rake. This whole utkrist scheme is a big scam, contractors and railway officials r just using this scheme to make money. Contracts worth crores of rupees r being given to upgrade old rakes but what the passenger is getting in return is just a old rake having some weird livery, nothing else.
