The main issue with sabari project I feel is terrain toughness is more. as it will be more ghat section route. + western ghats environmental clearence etc etc. Once if implemented provides ample connectivity to sabarimala visitors. it can be extended to punalur nedumangaud thiruvananthapuram so that it also act as alternative inland route for kerala and connects lot of areas. Heavy political lobbying is needed to realize such projects.

For creating a new division, it should have minimum 600 kms. You need minimum 3 divisions for creating a new zone.
As of now, existing TVC and PGT divisions are dependant on neighbouring Tamil Nadu and Karnataka for meeting 600 km criteria. So, from where you will get another 600 kms line?
Kerala zone will be in dreams only.

Environment approvals will be difficult for such forest areas. Karnataka is struggling to get approval for Hubli Ankola line for decades.

Regarding Sabari line, instead of creating new new alignment possibilities, let the line from Angamaly start upto Ettumanur (via Perumbavoor, Muvattupuzha). If needed, a bigger town of Pala can be added with little deviation. Beyond that, it is doubtful.
