Sir,
I offer my valuable suggestions to be implemented in our IR Bxudget 2016-17 for the poor and common people of India.
1)EXPRESS RAIL CONNECTIVITY TO THE NATIONAL CAPITAL AND 3 OTHER METROS.
All the major Towns/ Tourist spot including Religious / District HQs should be well connected to the National capital,Mumbai,Chennai and Kolkata at-least by one Express / Link Express /Through...
more... Coaches.
2) PASSENGER RAIL CONNECTIVITY TO THE STATE CAPITAL.
All the stations in the state should be connected to the State Capital/ State Capital Sub-urban Terminal at-least by one through passenger /Link passenger train.
Example..Thanks to our South Western Railway which operates 3 up and down Bangalore to Hubbali (469 km ) passenger with sleeper class for the poor and common people of the Karnata State .
3)EFFECTIVE UTILIZATION OF UNDER UTILIZED SECTIONS.
Huge funds are locked up in the Under Utilized sections. So effectively utilized the Under Utilized sections(around 30%) to at-least to 75 % UTILIZATION.
Example in SR,Chennai.
a)Tiruchirappalli - Karaikkudi-Manamadurai -Virudhunagar -Tenkasi-Senkottai.
b) Salem-NamaKkal -Karur-Dindugal.
So many trains shall be diverted in these routes.
4) DIVERSION OF TRAFFIC FROM EVER CYCLONE AFFECTED ZONE OF RAILWAY LINES.
In SR ,SCR ,ECoR and ER
Villupuram -Chengalpat - Chennai Egmore /Central -Gudur-Vijayawada -Visakapatnam-Howrah east coastlines are always every year affected by the Cyclones.So some of the trains operated in the Cyclone prone routes have to be diverted in other inner safe routes.
EXAMPLE. New trains / some existing shall be diverted via Chennai-Renigunda -Gooty-Kachequda -Mudkhed-Purna-Wardha-Nagpur-New Delhi.
5)ELECTRIFICATION OF ENTIRE ROUTES.
All the Railway lines should be electrified for seamless operations. This is the most economic and environmental friendly mode.
6) FARES STRUCTURE REDUCED.
So many fares structure have to be abolished. No discrimination between Sub-urban and non sub-urban fares.
Minimum distance travel fares have to be reduced as follows for more short distance patronage with comfort of travel by the passenger. (Existing minimum distance in bracket )
a)Passenger/Express second class travel .... 10 km.
b) Sleeper class .50 km
c)First class ..50 km (100 km )
d) AC Chair car ..50 km (150km)
e)AC 3-Tier .....100 km( 300km)
f)AC 2-Tier......100 km (300km)
g)AC first........100km (300 km)
Normally the lost leg of the most of the trains AC class have very less patronage.Regular Season ticket holders may be allowed with extra fares.
6b)Tatkal fares.
Present 20 % 5 slab fare structures should be reduced to 50%and 50% slab fares .So as the patronage shall be increased .
6c) Super fast Surcharges.
S/F surcharges should be levied in 5 slab for the distance travelled.
Upto 100 km ...Rs 5
More than 100 km and upto 400 km Rs 10.
More than 400km and upto 1000 km Rs 15.
More than 1000km and upto 2000 km Rs 20 .
More than 2000 km Rs 25.
The short distance passenger also encouraged in S/F travel
7) COACH DESIGN
Sleeper class and A.C. class coaches have to be designed with see through Windos.
So as the Middle Berthed,Upper Berthed ,Side Upper Berthed passenger viewed outside from their respective berth.
They need not depend on lower Berthed passenger during travel.
7b) The existing second class passenger coaches are marked 4 +1 in a row.Most passenger doesn't allow 5 th passenger to sit along with them.
So 5+1 seat marking have to be done by simple paint marking.The passenger capacity also increases by simple marking.
New passenger second sitting general coaches shall be designed as 3+3 seat arrangement in a row as present ordinary chair car coaches in Vaigai &Pallavan expresses.
8) RESERVED SITTING COACHES.
Long distance expresses ,some coaches may be utilized in day time as RESERVED sitting coaches from6.00am to 6.00 pm.
8b) All the passenger train which are operated more than 100 km have to be provided with one or two Reserved Second Sitting class coaches.
Ex.Nagercoil to Coimbatore passenger via Madurai and Erode shallbe attached with RESERVED second class sitting passenger coaches.Passengers are travelled with assuerd seat
.
9) HIGH SPEED TRAIN EXECUTION WITH HUGE COST AND FARES.
Our Indian National Capital New Delhi and the Financisl capital Mumbai shall be connected by the HST with huge cost and fares.This cost of fares are affordable only by the Mumbai region.
So in the other region requested to concentrate in Semi High Speed Track with simple modification of the existing infrastructures
.Moreover the Semi High Speed Track AC Train fares should be around 40 to 50% of the Airlinefares so as to have a good patronage
.
10 ) COACH POSITTION INDICATION IN STATIONS.
Along with Electronic coach indication board, ordinary simple coaches indication marking with direction of the engine movement in the floor or rooftop hanging arrangement.
11) TRAIN DIRECTIONMOVEMENT IN ALL THE STATION PLATFORMS.
The direction of Engine and coaches movement in all the station should be marked with Engine and coaches picture towards the next station / junction in all the platforms along the track direction.All the strangers to that stations first question ..In Which direction engine and coaches goes to next Junction or State Capital?
Example. In Gooty station in South Central Railway marked train movement with direction towards Kachequda .
