DLW already manufactures locomotives for different gauges that are supplied to different countries. ICF too handled manufacturing of coaches for multiple gauges. There will not be much additional cost involved in building locomotives and coaching stock for this line.
DLW exports some locos to different countries, Goldrock workshop converted YDM to broad gauge, so it can do otherwise. Official twitter handle has twitted so definitely something is going on.
Railways has adopted uniguage theory so it will construct Indian guage network here too+ this is a project of strategic importance which holds great importance in countering the growing influence of China in this region so prospective from deference point of view will also be looked.
