It would be better if 20% seats are offered with 20% discount and another 10% seats with 10% discount. Balance 70% at full fare. For seats with discount, higher cancellation charges can be levied to discourage non serious bookings.
With this way, one can book seat properly without waiting for last 4 days before journey.

Discount is there in only those few unfortunate trains where good no of seats are going vacant due to poor slot/timings.
Unless that is addressed, they will be still last choice of pax in their route despite the discount

Rajdhani Shatabdi Duronto joining 'unfortunate' list can be avoided if some discount is given.
