Comeon RM cannot come and see whether the Blankets are washed properly or not its the job of concerned authorities to do it.
Nobody expect Railway Minister to come and check beddings. What is meant that Railway Ministers only bother about introducing new trains from time to time to satisfy public, but do not give much attention to other amenities. All that he has to do through his Secretaries is to ensure travelling public get better travel amenities - quality food, punctuality in trains, cleanliness in trains etc. What else is he there for the public then
Ministers come and go the organizational structure is the one which stays the same with timely modifications,its the job of concerned zone and authorities involved in handling the maintainence of the train who are to be questioned here and are the more concerned personnel to answer this...
