if the other passenger remains WL after charting, then he/she too can travel on this ticket but no refund will be permissible.
names of passengers in partially waitlisted e-tickets appear on the charts and will not be auto-cancelled.

If after charting for the second pax if not traveled TDR should be filed with non traveled certificate received from TTE.See the wording as mentioned in E-Ticket copy important points.

Obtain certif icate f rom the TTE /Conductor in case of PARTIALLY waitlisted e-ticket, LESS NO. OF PASSENGERS trav elled, A.C.FAILURE,TRAVEL IN LOWER CLASS. This original certif icate must be sent to GGM (IT), IRCTC, Internet Ticketing Centre, IRCA Building, State Entry Road, New Delhi-110055 af ter f iling on-line ref und request f or claiming refund.

In case on a party Tatkal ticket or a family Tatkal ticket issued for travel for more than one person, some persons have confirmed reservation and others are on waiting list, full refund of fare, less clerkage, shall be admissible for confirmed passengers also provided that the entire Tatkal ticket is surrendered for cancellation within six hours before the scheduled departure of the train or upto two hours...
