if everything confirms and tatkal wl is still there , then definitely df, ft will be used to clear tatkal ..
Ideally speaking if everything has to clear under GNWL, we would hardly have tatkal in waiting
there isnt any rule that DF and FT wont go to tatkal ...any vacant seat can go to any waiting list ..
ALL unused Quota will first go to GNWL... Unused PT is given to CK...this is Rule...
Since long time all unused berths has to go to clear GNWL first. Earlier CKWL used to get the preference before Allahabad high court while hearing a PIL said that it's harsh on people who have booked there journey well in advance. CKWL getting preference means that railways is preferring people who can afford to pay more money. Railways eventually challenged in the supreme Court only to back out on the judgement date.
