Where did u get this 10 Berth Quota Information???
I can see, 208/249 berth, which simply includes GEN+RL Quota!!
Even if all GEN Quota berth got booked, still the Remote Quota is intact & the Quota has been defined, coz BVI too do have dedicated demand!!
ST is far off & one Station option for ST residents, unlike Mumbai residents!

just check on the train PNR page. the new feature 'Total Seats' depicts the total seats for the particular section.
Rajdhani having diffrent RULES you can't say it's a cheating . 12472 swaraj also having R/L w/l from SZM (delhi subzi mandi ) if W/L 2 or 3 before charting in SL class hardly 1% chance of getting confirm for 12 SL coach train, now what you guys says ?
