If someone cancels his confirmed ticket in between only then you can be assured of a confirmed berth.
Otherwise you would need to wait till the chart is prepared at Dehradun.
What would happen is a person who have booked confirmed berth from Dehradun to Haridwar - the same berth would be forwarded to be used from Dehradun onwards.
Thus once the chart gets...

prepared ex- Dehradun, your ticket would get confirmed and the berth number would be displayed only for the second passenger.
Berth number for first passenger would be displayed once the chart gets prepared for Haridwar and only then the status of your ticket would also show as "Chart Prepared".
