Everything would be refunded in case of fully waitlisted tatkal tickets. Only the clerkage charges and service tax on the same would be deducted.
If booked online, bank/payment gateway charges + IRCTC/Website Booking Charges would also be retained and will not be refunded back.

Same as above Sir. Only Confirmed Tatkal Tickets do not bring any refund unless it is cancelled under special circumstances.
Fully Waitlisted E-Tickets are automatically cancelled (Be it general or Tatkal)
