yes, agree with Pramodh-ji, looks like HO is behind the downgrade, but does that not amount to deficiency in service as the customer is taken for a ride because of an internal issue/ I have heard about WLs being downgraded, but cannot digest a CNF (even for half a second) becoming WL.

Remote Location Quota (RSWL) is based at any of the important stations enroute and it provides for the passengers between the originating station and terminating station. Incase this Quota is less, there will be RAC after Confirmed seats are exhausted and RLWL starts after this
order of preference the ticket are confirmed as follows: RAC > WL> RLWL>PQWL.
