if one ticket is confirmed and another one is waiting and pnr number is same then waiting passenger can board or not??
If One ticket is confirmed the other is W/L the waitlisted passenger can board the train, but chances are there that W/L status may get change to RAC on chart preperation... in any case the passenger can board the train.
See the booking status. It would not go RAC. Either CNF or WL.
