counting of HO quota seats such early is simply being way too optimistic. actual seats HO quota seats will only be clear 2hours before charting
also, all HO seats may not be necessarily used for clearing CKWL, so coming to a conclusion so early is little too of optimism.
1) There would be few high officials travelling themselves.
2) Duty pass WL would be cleared and this train has good no. of people under DP quota
