The Union Ministry of Railways would soon carry out a reconnaissance survey for the proposed new railway line between Renukoot in Uttar Pradesh to Korba in Chhattisgarh spanning 331 kms.
New Railway line survey for the State of Chhattisgarh was sanctioned in 2016-17, officials informed.
The new line work from Dongargarh to Bilaspur via Kharigarh, Kawardha (270 Km) was included in Rail Budget 2016-17 at a cost of Rs 2,500 crore subject to requisite Government clearances.
Sir all route are sanctioned as frieght route for the benefit of Railways, as whole Chhattisgarh is a very low densely populated state and rich in Minerals
DFC is via Raipur Durg or a new route will be constructed
It is expected that rote shall be mostly parallel to existing trunkline to minimise the troublesome land acquisition with detours at locations were land is not available. Bhilai-Raipur-Durg is industrial area of CG and should be served by the proposed DFC.

Y'are right that the new routes and doublings of SECR/CG are meant for increasing freight traffic, so the rate of return on investment on SECR projects had been highest till 2015, which may come down in future if investment in Guage conversion increase.
DGG-Khairagarh-Kawardha-BSP route was surveyed twice in eighties & in late nineties and declared financially unviable. Today probably coal/bauxite transportation is expected from this line
