The most ill-fated and longest pending rail project in the country between Chhattisgarh and Jharkhand proposed way back at the time of Independence 70 years ago in 1947 may see the light of the day as the Modi government has set the ball rolling for this 182-km long Chirimiri-Barwadih line, sanctioning Rs 5 crore for its fresh feasibility and financial viability study.
The rail corridor on the border of the two states is a rich coal belt and as such it will meet the feasibility as originally the project was conceived essentially for transporting coal and bauxite present in abundance in the area.

The project has a chequered history. It was launched by the first Prime Minister Jawaharlal Nehru in 1947-48, but the work was stopped in 1950 due to financial stringency. Later in the 1960s, the work resumed on the initiative of then railway minister Jagjivan Ram only to stop after the India-China war in 1962.

The country has seen 16 governments and 38 railway ministers in its 70 years of Independence, but the most ill-fated rail project between Chhattisgarh and Jharkhand has failed to see the light of the day.

The study will be conducted by the Chhattisgarh Railway Corporation Limited, a joint venture between the Chhattisgarh government and the railway ministry.
The rail corridor lies on the border of Chhattisgarh and Jharkhand. Railway officials said this is a rich coal belt and the project was sanctioned essentially for transportation of coal and bauxite that are present in abundance in the region.

The corridor will also cater to nearly 20 lakh population residing along the corridor. Out of total project length of 182 km, 77 km falls in Jharkhand and remaining 105 km falls in Chhattisgarh.

Sources said the project was started by first Prime Minister Jawaharlal Nehru in 1947-48 but owing to financial stringency, the work was stopped.
Later in the 1960s, the work resumed on the initiative of the then railway minister Babu Jagjivan Ram but only to be stopped after the India-China war of 1962.
Seeking speedy execution of the project, the locals had even held a massive hunger strike that lasted for over 400 days. Sources in the railway ministry said the government has identified a number of pending projects for speedy execution.
According to the latest report of the ministry of statistics and programme implementation, a total of 202 pending rail projects have resulted in cost overrun to the tune of Rs 1.5 lakh crore.
Also, railway projects account for over 60 per cent of the 331 central sector projects that are facing inordinate delays.
The statistics ministry monitors central sector projects envisaging the expenditure of Rs 150 crore and above each on regular basis.
According to the report, the total original cost of these 202 rail projects was Rs 1.05 lakh crore but the total anticipated cost of these projects at present is estimated at Rs 2.55 lakh crore which indicates overall cost escalation by 142 per cent.
In July 2017, the ministry monitored 350 projects of Indian Railways that have been delayed due to various reasons.
This includes a project dating back to 1983 in West Bengal that is still languishing and whose cost has escalated from Rs 36.80 crore to Rs 1,336.57 crore.
This project entails converting the existing rail line between Eklahi and Balurghat in West Bengal to broad gauge.
Official said the major reasons for time overruns are delays on account of land acquisition, obtaining forest and environmental clearances, tie-ups of project financing and delays in tendering, ordering and equipment supply.
However, the railway ministry has started rigorous project appraisals, the use of online monitoring systems including those by satellites and drones for better monitoring and fixing responsibility for time and cost overruns.

the Nizam's railway. during WW1, the line till MBNR was completed and the rest of the plan was abandoned to focus on other BG routes. Further construction only happened in bits and reaching Gadwal on July 20th, 1925. At this point, as the MG route from Gadag to KRNT was already available, the final section was constructed between KRNT-Gadwal and the remaining lines were dropped. In fact, this was among the last MG links constructed by the Nizam.

A total of 28 railway projects worth Rs 26,025 crore are in progress in the State of Jharkhand. It includes projects for lying 12 new lines at estimated cost of Rs 13,379 crore, gauge conversion of one line at cost of Rs 48.73 crore and doubling of 17 lines at cost of Rs 12,598 crore. Rajen Gohain, Minister of State for Railways stated in Rajya Sabha on July 29, 2016 in reply to the question raised by member of Rajya Sabha Parimal Nathwani.
The minister informed that the works for laying 12 new lines including Chitra-Basukinath (37 km), Godda-Pakur (80 km), Barwadih-Chirmari (182 km), Gaya-Bodhgaya-Chatra, Gaya-Natesar (Nalanda) (97 km), Gaya-Daltonganj via Rafiganj (136.88 km), Giridih-Koderma (102.5 km), Hansdiha-Godda (30 km), Koderma-Ranchi (189

km), Koderma-Tilaiya (68 km), Pirpainti-Jasidih (97 km) and Rampurhat-Mandarhill via Dumka (130 km) with new MM for Rampurhat-Murarai (29.48 km) 3rd line are in progress.
Gauge conversion of Ranchi-Lohardaga with extension to Tori (113 km) is also going on, according to the statement laid on the table of the House. The work for doubling of lines including Garwa Road-Rail over rail (10 km), Gomoh-Flyover for down trains (15 km), Bondamunda-Ranchi (166 km), Chakradharpur-Goelkera 3rd line (34 km), Denea-Ranchi Road (25.2 km), Dhanbad-Sonnagar-Patratu 3rd line (291 km), Dongoaposi-Rajkharswan 3rd line (65 km), Garhwa Road-Ramna (32.32 km), Goelkera-Manohrpur 3rd line (40 km), Jarangdih-Danea (29.2 km), Khargpur-Adityapur 3rd line (132 km), Manoharpur-Bondamanda 3rd line (30 km), Rajkharswan-Chakradharpur 3rd line (20 km), Ramna-Singrauli (160 km), Ranchi Road-Patratu (31 km) and Sini-Adityapur (22.5 km) 3rd line are going on, as per the statement.
Nathwani wanted to know about on going and pending railway projects in the States of Gujarat and Jharkhand along with estimated cost of the projects. In Gujarat, total 20 railway projects with estimated cost of Rs 17,073 are in progress.
The minister stated that every railway project requires a number of clearances from various Ministries and Departments of State/Central Governments. These, inter-alia, include clearances inherent to land acquisition, forestry clearances and permission for crossing from departments like National Highway Authority of India, Public Works Department, Irrigation canals etc., and also clearances of Archeological Survey of India if the alignment is passing in vicinity of a protected monument, local bodies for project passing through urban areas, etc. which are part of project execution, he said. The progress of works is based on above factors and availability of funds, said the minister.

12 नयी लाइनें बिछाने, आमान परिवर्तन और 17 लाइनों के दोहरीकरण की परियोजनाएं हैं शामिल

बिछाने, 48.73 करोड़ रुपये की लागत से आमान परिवर्तन और 12,598 करोड़ रुपये की लागत से 17 लाइनों के दोहरीकरण की परियोजनाएं शामिल हैं. केंद्रीय रेल राज्यमंत्री राजेन गोहांई ने राज्यसभा में शुक्रवार को सांसद परिमल नथवाणी द्वारा पूछे गये प्रश्न के उत्तर में यह जानकारी दी.

मंत्री ने बताया कि झारखंड में कुल 12 नयी लाइनें बिछाने की परियोजनाएं हैं. इनमें चतरा-बासुकीनाथ 37 किमी, गोड्डा-पाकुड़ 80 किमी, बरवाडीह-चिरमारी 182 किमी, गया- बोधगया-चतरा, गया-नातेसर (नालंदा) गिरिडीह-कोडरमा 102.5 किमी, हसदीह-गोड्डा 30 किमी, कोडरमा- रांची 189 किमी, कोडरमा-तिलैया 68 किमी, पीरपैंती-जसीडीह 97 किमी, और रामपुरहाट-मंदारहिल बरास्ता दुमका 130 किमी, लाइन शामिल है. सदन के पटल पर रखे गए विवरण के अनुसार, टोरी तक विस्तार सहित रांची- लोहारदगा 113 किमी का आमान परिवर्तन किया जा रहा है. राज्य में रेल लाइनों के दोहरीकरण की परियोजनाओं में गढ़वा रोड-रेल ओवर रेल 10 किमी, गोमी डाउन गाड़ियों के लिए फ्लाई ओवर 15 किमी, बंडामुंडा-रांची 166 किमी, चक्रधरपुर-गोइलकेरा तीसरी लाइन 34 किमी, रांची रोड 25 किमी, धनबाद-सोननगर-पतरातु तीसरी लाइन 291 किमी, डोंगापोसी- खरसावां तीसरी लाइन 65 किमी, गढ़वा रोड-रमना 32.32 किमी, गोयलकेरा-मनोहरपुर तीसरी लाइन 40 किमी, जरंगडीह-दानी 29.2 किमी, खड़गपुर-आदित्यपुर तीसरी लाइन 30 किमी, खरसावां-चक्रधरपुर तीसरी लाइन 20 किमी, रमना-सिंगरौली 160 किमी, रांची रोड-पतरातु 31 किमी और सिनी-आदित्यपुर तीसरी लाइन 22.5 शामिल हैं.
