GUWAHATI, June 14 - After having made some major strides in bringing down its energy bill by the use of alternative and renewable energy, the Indian Railways has now taken steps to strengthen the solid waste management system and is implementing a number of measures under the Swachh Bharat programme in this part of the country.
A Northeast Frontier Railway (NFR) official told The Assam Tribune that while house-to house-collection of solid wastes and composting of bio-degradable waste started at Maligaon Railway Colony back in 2015, the contractor employed failed to perform as per standards and so the contract was terminated in March this year.

Officials said that adoption of the Solid Waste Management Rules, 2016, has wide implications in the Railways as most of the big colonies and stations will now fall within the purview of the Rules.
“In the Railway areas, the organisation must manage the waste generated within the Railway premises. The problem is that besides presence of a large number of unauthorised occupants within the Railway premises, there is also the issue of disposal of garbage by outsiders within the Railway premises. Then there is the question of charging user fee as mandated by the Solid Waste Management Rules, 2016, from Railway employees, markets, unauthorised markets, unauthorised occupants,” sources said.
They added that efforts are being made to reduce generation of waste, involve the society, and promote reuse of plastic bags to ensure overall reduction of plastic.
Officials said that as part of the implementation of the Rules, each waste generator in the Railway premises must segregate waste into three components – dry, wet and domestic hazardous – and all households, hospitals, workshops, sheds, and others have to comply with this.
“ The Medical department will ensure door-to-door collection of segregated waste in three separate containers. There will be no garbage disposal contract in future, but integrated work covering all the gamut of the Rule. After house-to-house collection of segregated garbage, the dry refuse will be recycled or sold to authorised waste picker or the authorised recyclers, while the wet refuse would be used for composting, vermiculture, or any other suitable means,” officials said.
NFR officials added that various initiatives are also being implemented as part of the Swachh Bharat mission. “Clean Train Station (CTS) scheme has been implemented in Guwahati, New Jalpaiguri and Katihar stations where coaches are cleaned through mechanised means during halts,” said NFR Chief Public Relations Officer Pranav Jyoti Sharma.
He said that On Board Housekeeping Services (OBHS) for maintaining cleanliness of coaches on board has been provided in 50 pairs of trains.
“More trains will be provided with this facility shortly. Coach Mitra, an app-based system of receiving complaints from passengers on cleanliness, watering, amenity, linen, petty repair and electrical problems and for their prompt disposal is in operation in 50 pairs of trains,” he said.
Sharma added that mechanised laundry for providing clean linen to passengers has already been commissioned in Kamakhya and New Jalpaiguri coaching Depots.
“Another mechanised laundry at Dibrugarh is expected to be functional shortly,” said the NFR CPRO.

KOLKATA: The toy train service linking New Jalpaiguri (NJP) with the 'queen of hills' — that was re-introduced last year after a five-year gap — will turn daily from May 28. So far, the train ran just thrice a week.
The daily ride will help thousands of tourists, who had been flocking to Darjeeling over the last two weeks. According to tourism industry, this summer Darjeeling witnessed thrice the number of tourists than that of 2016 summer, which resulted in a major transport crisis. Almost all hotels are booked till June 7.

More importantly, it will help tourists reach the Hills without solely depending on taxis," said Raj Basu, a tourism expert who runs Association for Conservation and Tourism (ACT), a body that organizes trips to north Bengal and the Hills.
Maintenance of tracks and rakes has been a major challenge for the Darjeeling Himalayan Railway, which runs the service. This had led to the suspension of the NJP-Darjeeling journey in 2012, following which Unesco declared that it will be struck off the heritage list unless efforts were made to resume the service.
While three rakes are operated for the joy rides, two more will be pressed into service for the NJP-Darjeeling trip.

पश्चिम बंगाल सरकार की शनिवार को आयोजित ग्रुप डी की परीक्षा देने पहुंचे बिहार के अभ्यर्थियों ने रविवार को न्यू जलपाईगुड़ी (एनजेपी) स्टेशन पर खूब तांडव मचाया। दो ट्रेनों (अवध असम एक्सप्रेस व कामख्या-सियालदह साप्ताहिक स्पेशल) तथा प्लेटफॉर्मों पर जमकर तोड़फोड़ की। इंजन को भी क्षति पहुंचाई और ट्रैक पर टायर इकट्ठा कर आग लगा दी। अभ्यर्थियों ने स्टेशन को भी फूंकने की कोशिश की।
अभ्यर्थी बिहार लौटने के लिए अवध एक्सप्रेस के एसी कोच में घुसने की कोशिश कर रहे थे। यात्रियों ने विरोध किया तो उन्होंने तोड़फोड़ शुरू कर दी। उन्होंने ट्रेन के एसी कोच के कांच फोड़ दिए। इससे कई यात्रियों को चोटें आईं। इन सब घटनाओं को लेकर ट्रेनों का परिचालन सुबह छह से दोपहर एक बजे तक
बाधित रहा। ऐसे शुरू हुआ बवाल-शनिवार को परीक्षा देने के बाद अभ्यर्थी स्टेशन पहुंचे थे, लेकिन कोई ट्रेन न होने से रात रुकने के इंतजाम करने की मांग करने लगे।

GUWAHATI, May 21 - Long-distance train services to and from Assam and the North Eastern region were disrupted severely today after a huge group of aspiring job candidates rampaged through the New Jalpaiguri (NJP) railway station this morning and destroyed railway property worth lakhs of rupees.
Senior officials at the Northeast Frontier Railway (NFR) headquarters at Maligaon here told The Assam Tribune that operation of almost all long-distance trains to and from the region were affected for many hours due to the rampage and violence at NJP.
The NJP station falls under the
Katihar Division of NF Railway.
Thousands of young job aspirants from different parts of Bihar and West Bengal had gathered at different places in North Bengal for Grade D posts exams, which were held by the West Bengal Government on May 19.
Since yesterday, the candidates had converged at various railway stations in the North Bengal area to head back to their respective destinations.
Thousands of such candidates were at the NJP station this morning when heavy showers came and many of the job aspirants tried to board the Avadh Assam Express, which was, at that time, waiting at Platform No.1 of the station.
When RPF and GRP personnel tried to bring order and prevent the job aspirants from boarding the train in such large numbers, the youths went berserk and started to target railway property, NFR officials said.
They not only damaged the engine and AC compartments of the Avadh Assam Express but also caused massive damage to the entire NJP station.
Additional forces, including Army and BSF personnel from a military special train, which was also at the station, were deployed but the mob fury continued.
NFR officials, however, added that no passengers were hurt in the violence.
“The job candidates targeted only railway property. They did not cause any trouble to the passengers,” said an official.
Railway authorities finally arranged a special train to ferry the thousands of job aspirants and the situation calmed only after an announcement to that effect was made through the public address system.
NFR officials said almost all trains to and from the Northeast, including the Rajdhani Express, were controlled at different places due to the incident at NJP.
“Most of the trains are running late by many hours. However, all the services have been restored and train running is expected to be normal by tomorrow morning,” said an official.
NFR authorities have blamed the West Bengal Government for not issuing an advisory regarding the Grade D recruitment.
“Generally, local authorities and the state government always issue advisory whenever such exams or other events are planned. That allows us to make arrangements for special trains. However, the West Bengal Government did not do so and the railway authorities were, therefore, caught unawares,” said an NFR

पश्चिम बंगाल के न्यू जलपाईगुड़ी में परिक्षा देने आए छात्रों ने आक्रोश रवैया अपना लिया है। छात्रों ने न्यू जलपाईगुड़ी स्टेशन पर लगातार पथराव किया और रेलवे ट्रैक पर टायरों को जलाकर विरोध प्रदर्शन किया है।
मीडिया रिपोर्ट्स के मुताबिक छात्र स्पेशल ट्रेन की मांग कर रहे हैं। इसके लिए ही उन्होंने असम-अवध एक्सप्रेस को निशाना बनाया और उसपर पथराव किया।
