This tip has now become void. On my latest visit to UBL, there were no ATM's in the station premises. One has to walk outside to the market to visit an ATM from PF#1 side. There is an ATM at the GPO nearby which I used.
For more proof, here is the reply from SWR on why there are no ATMs at UBL.

IRCTC food plaza- recently constructed,I am told is very good.Any ideas?
I would say Basaveshwara Khanavali is much better than Ayodhya, we get Uttara Karnataka Jolada rotti oota there.
Just had Jolada rotti oota in Basaveshwara Khanavali yesterday, its the best Jolada rotti oota I had till now. But price is high Rs 110.

This station has a non-AC dormitory. Booking has to be done at the TTEs office on platform 1. Dormitory is located on the first floor and can be accessed via a staircase in the TTEs office. Extremely clean and well-maintained. Superb view of the station from the dorm. The attendant is very polite and courteous. At 75rs/- for 12 hours, I would rate this as the best station in terms of lodging facilities.
