There is no such rule.... This should be voided.... Otherwise people will make future updates & tell to keep it in WL till it happens

This TL entry made by a TLM was voided because of same reason (updating TT before extension)....

In that TT ...halt note was not updated in TT...but directly changed the TT b4 date.
Here halt note has been provided in TT about the extension..so its valid update.
