Its HI only ,. U are facing difficulty reading HI as HC due to side pic .
Check database of locos .. its HI only
as the first HC class loco was GY WAG 9 HC [31549]

and Yesterday I Have Given An Subclass Update Of Same In IRFCA
There are Some Numbers of HC Class WAG-9 Even I Too Captured a #32171.
Dont Depend On IRFCA Loco Database Subtypes may be wrong depend on eyes what you see.
