So the above image is case 1 where no TB available is ok as per mod sir rule.

That pic should be confirmed too. Moderator has allowed to add pics even without TBs in case of MEMU/DEMU/DMUs, so we cannot void an entry on a basis of blurred TB for such trains.

TB is there but not readable it should be voided. Mod sir has given exception of non availablity of boards. Rest rule of TB Not Clearly visible is applicable where board is present.
