Bro. i have raised this issue in TL Forum. Nothing was wrong here.
By Incomplete meant "Regional Name" was not added.
To me its totally correct & should have been CNF Stamp.

May be because you didn't enter the regional name. That's why he might have considered as incomplete. But whatever you entered in correct.
You can clarify from him actually. It's not fully clear to us what to do with these updates. I will rather suggest you not to make updates like this. You never know, you might have to face a void again. There are plenty of states, the regional names of which you know, right?

I came across some more stations in assam whose hindi names i could have added but i restrained myself from doing it since this entry got void.

Please never write Hindi name in the regional name box for those states where there is a separate regional language (which you might not know). Because that will be considered as a wrong entry.
The best scenario is when you actually know the regional language. There is no confusion. It will be approved if it is correct.
The 2nd best situation is to keep the regional name box vacant when you don't know it. Here there might still be a probability that you get a void, which will be unlucky. There are plenty...
