Arpan~ 5721 blog postsToday on October 1st 2023, I was invited by BPL Division WCR to cover a Cleanliness Drive which was organized under Swacchta hi Sewa Fortnight in whole Indian Railways network. In this drive, many railway officials such as DRM Bhopal, Coaching Depot Officer, etc along with RPF Staff, Cleaning Staff and Bharat Scouts.
During this drive a program known as 14 Minutes Miracle was also launched all over India, in this program the complete rake of 20173/74 Jabalpur-Rani Kamlapati Vande Bharat Express has to be cleaned in 14 minutes, this is inspired from Japan's technique to clean Bullet Trains in 7 minutes. For this initiative to be successful in long run the number of staff for cleaning the train should not be reduced from present 110 per train of 22 coach, payment of bills with adequate margin and annual increase of contract value to the outsourcing company should be paid by last day of the month so that they pay the staff on 5th of every month like in corporate companies, designated staff from the IR should be deployed on the PF to overlook 5 coaches for one employee.

This is a serious issue.
Today I talked to a person who handles the contract for cleaning trains. He was also talking about this issue that contract price are reduced greatly and there is extra burden on employees. Hence the cleanliness of trains are getting downgraded.

Every department wants to deceease the costs by cutting but how come quality be maintained? This is problem in every govt department and smother one is corruption in way of commissions.
Contract mein yahi hota hai.... Engineer estimate banata hai minimum wages ke hisab se....usme ek limited manpower Li jati hai....jyada manpower ka estimate banaya to Audit objection aa jata hai....even tender cancel ho jata hai.....fir alag alag contractor Rate quote karte hain....jo minimum rate daalta hai usko tender diya jata hai.....chahe negative rate ho......bas fir kaam suffer hota hai......
