There is reduction of SL coaches to 2, now with 3 - 3E and 7 - 3A coaches added in the new CC.
Haha Yes, they are like there should be SL reflected in CC, so we will add a couple of them.

And yes it is expected to get LHB rake from February only.!
We were speaking about Goa express which is now getting LHB from 15/06/2023.

IMHO, Minimum 6-8 SL coaches should be there in Seshadri/BVC/SNSI/Gowthami even after SL reduction & increase in ACs. These are trains which are used by middle class/lower middle class people for TPTY/SBC/ADI/BRC/ST/SNSI. People who can afford already use better means such as Own Vehicles/Flights/AC Sleeper buses or already in AC class.
Longer distances can understand but need to have more AC coaches as demand is there, but for overnight trains like Goutami at least 7-8 Sleeper coaches need to be there.
