And that's my point. Third AC Economy is gone and that's for good. Which way passengers transition to - upwards to Third AC or SL; Railways will have better data regarding this and they can reconfigure an Express trains orientation regarding it. With a Garib Rath, neither poor[who go unreserved] or middle class is benefitted. Heck, even folks who want to travel in luxury can do in an express train[they are fitted with second and sometimes first AC] but not in GR. Garib Rath is an extremely limited concept of trains and could only be run on lines that already were saturated with other trains. Even on this reason, Ralways mucked up.
