The stupidest thing was to introduce a Garib Rath as the FIRST connection b/w two cities. It served neither folks who wanted affordable travel[GN,SL] nor folks who wanted luxury[2A]. Heck, the economy coaches in some way were hamstrung worse than SL with side middle berths.
They should convert it into a normal express train with GN, SL,3A and 2A. That's the only sane thing to do. Running a fully AC train b/w Lucknow and Bombay is justified because other connections exist. Running a full AC train b/w Lucknow and Raipur is...

They should just change it to a regular express with General Class, Sleeper Class, 3A, and 2A. That's the only logical thing to do. Having a fully AC train between Lucknow and Mumbai is fine since there are other options. But running an all-AC train between Lucknow and Raipur is weird because there aren't any other choices available.
