Is Vaishali Express's AC coaches safe to travel? I mean does UR/WT passengers board in Vaishali Express's AC coaches?

Have travelled quite a few times in 2A in HJP - GKP and never faced any unauthorised pax. Can't say about 3A.
2A is safe.. You may get unwanted guests in 3ac (during peak travel dates)..
Situation of AC class in this route is far better.For 1A/2A you will not find any extra passenger. In 3A also some WL pax may disturb but RPF and TTE are active so they move them near the gangway area.
2AC is preferable. Can't afford 3AC because I'm too much tall.
