It is Tatkal, place doesn't matter :P Only time this counter see huge rush might be during Tatkal time
There may be no one before you in the Q, Sourav. But more often than not, you may encounter frustration due to LINK FAILURE :)
PRS ka to thik hai.. Train bhi pohucho Sikkim tak to mane .. to NFR :)
Sir I have seen such PRS counter in kullu also with name code of "PLLU", during my visit in Oct 2006. I took tickets of 14524 from there too.
It was also alike it, bt had some shops around. When I entered in, there was no one on counter not even the clerk, after sometime he came from outside and said ohh! You are here to take tickets, its pleasure to have some passengers over here.
At that time it's timing was from 0800 to 1400 hrs. Don't know whether it is...
