He is, most importantly, trying to attract investments to an organization which is facing funds-crunch, so that long stuck projects can be executed without badly hurting the ex-chequer. see for example the Rs 94,000 crore deal with LIC.
If this isn't impressive for someone, i'm not sure what is. Trying to operate an organization which works for a social cause with very, very limited help from government is a commendable job. Also, not to forget that as an RM, unlike his "esteemed" predecessors he isn't biased towards his own home-state or home-region, which ensures that development in Railways isn't concentrated to one particular area or state.

IRI se niyamit jude rahiye aur updates lete rahiye, apko kramashah jaankari uplabdh hoti rahegi. Yha IR me ho rahe vikas se sambandhit jaankaari prachur matra me hai.
