Yes. WAP1 locos are fit for 140 km/h (not all of them). It used to haul Bhopal Shatabdi in the past at that speed. Later on, its link was changed to WAP3.
This video was shot when the MPS of BCT/AK Rajdhanis wasn't 140.

they have ocassionally hauked even 12909 from Mumbai, but that too at MPS 130.
