During winter season IR cant control weather, but they can prepare in advance. Train which are traveling more than 1000km and runs daily for these trains IR should arrange extra rake at respective base station.
for example Poorva has 3 rakes then during winter it should get 4 rakes from howrah.
according to me Bhubaneswar, Calcutta, Guwahati, Dibrugarh, muzaffarpur, darbhanga, patna from these cities train originating towards delhi, jammu, Amritsar should get extra rakes in winter.

Better cancel 1-2 days jrny if train is daily imp if north bound
practically unrealistic and not-feasible. Only technology can help IR to overcome this fog menace. TRI-NETRA – Terrain imaging for diesel dRivers Infra-red, Enhanced Optical & Radar Assisted system will be of great use.
Railway board should ask zones for list of trains say in august.

No IR should reduce frequency like run Howrah Jodhpur 5 days only
during diwali season many special trains are started by IR. those rakes should be utilised by IR for ER & NER bound trains.
