During winter season IR cant control weather, but they can prepare in advance. Train which are traveling more than 1000km and runs daily for these trains IR should arrange extra rake at respective base station.
for example Poorva has 3 rakes then during winter it should get 4 rakes from howrah.
according to me Bhubaneswar, Calcutta, Guwahati, Dibrugarh, muzaffarpur, darbhanga, patna from these cities train originating towards delhi, jammu, Amritsar should get extra rakes in winter.
