It is not fair to blame Shahrukh Khan as heart attack should be a result of blocked arteries, weak heart or other medical reason of the deceased. Since such kind of casualty is new occurance and efforts are required to avoid recurrence of such incidence in future. A few points are important.

(3) Film event is a commercial event and the film maker use Rly premises for commercial gains through advertisement of their film, IRlys should charge for the permission.
(4) IR may provide some optional facilities/arrangements (and take appropriate fee) like placing a small portable dais near the coach of the celebrity so that film promotion can be done in effective way.
(5) Permission may not be given for film promotion at highly crowded/ congested stations keeping in view security and enusre no stampede happens during the event.
