From your thinking what should be the Criteria for Giving LHB to Trains...

LHB technology is not only meant for speed, Providing safer journey as compared to older ICF coaches is also one the main objective BTW from 1st April 2017, production of ICF coaches will stop and sooner or later every train will run with LHB coaches only, so this discussion has no more relevance left.
not criteriaa, but priority. moreover, self generation for lhb must be started. otherwise it would be loss for railways, lots of diesel. As whole IR network isnt electrified, HOG cant be provided everywhere (even many locos arent hog)
WDP-4B are HOG capable diesel locomotives. Self generating LHB rake wouldn't be produced further, one experimental rake was produced but latter that idea was drooped bcoz of decrement in Max. operational speed so now their isn't any possibility of a self generating LHB rake.
1. I wasnt aware of WDP-4B being HOG capable, but anyway, either inside the locomotive, or outside the locomotive, diesel will be consumed. Diesel HOG is not fuel saver, it saves space of two EOG coaches (Only for Rajdhani/Duronto/ACSF running in diesel section, should use Diesel HOG for speed)
2. All trains should be LHBfied and all Locos should be HOGfied, but at least the trains running in diesel section, and the ones with max operarional speed of 100-110 kmph can be made self generating. The ones in electric region can use HOG.

Diesel consumption in using HOG power from locomotives like WDP-4B is much lower as compared to Diesel consumption in running two DG sets in the EOG so after-all it's the saving of diesel as well as reduction in pollution too.
