lhb rake should be given first of all only to those sf /m/exp running on sections with atleast 110 mps

my home region has got only one lhb rake so far. but I am least bothered about it. this poll is meant to welcome all kinds of idea and a healthy discussion about ideas is going on. all kinds of oppositions factors like yours are welcome. I haven't voted for either yes or no or made up my mind in any favour , but I am only pondering about various factors. By the way , I have roamed in many places of rajasthan and karnataka, and its true that both zones ( NWR and SWR ) haven't got the results in infrastructure output whatever the underlying reasons be.
everybody agrees with it that it should be given to all. Question here is demand is 10 production is 2 , which 2 should get it first. as a decision maker you can give only 2 rakes.if mps is not taken into consideration , then what other factors you should look up on.
Factor that needs to be taken into consideration is what I have mentioned in my previous blog, read that.
agar demand 10 rakes ki hai , to usme se high occupancy routes 6 hai aur availability 2 rakes ki hai
