I want to travel from Howrah to Tata on 3rd AC on the Geetanjali Express, can I get a general ticket and get on the 3rd AC and pay excess fare to the TT after I onboard ?

Yes. But request the TTE before you board the 3AC coach. As there is quota for TATANAGAR, in all probability you are likely to get a berth against that quota which usually goes vacant from HWH to Tata.
yes howrah and tata comes under same quota so some vacant berths will be thee approac tte before boarding with gen ticket and pay diff in fare.
before getting a general ticket,check the availability or charts of 3a...if availability exists,then get a first class ordinary ticket...which will be upgraded to that of 3a later...inform the onboard tte before boarding the train and only then you will be allowed to board...if tte does not permit you cannot...also,an unreserved express ticket may also be upgraded to that of 3a,but as per rules,first class ordinary ticket is to be bought to be upgraded to 3a
