So these trains coming from Gadag will go to SUBL like going towards HVR and then will reverse to UBL station and then change loco to the front and go to DWR?

Sounds like it. Going by the rerouting they mentioned, the derailment happened between UBL and HBQ. It's possible that the eastbound point from UBL was fouled, but it's way more likely that they interrupted services because the train was carrying petroleum products bound for the IOC terminal at Navalur.

Yes, there is just 1 PF on the loop line and a main line at Hubballi South station. They have to manage loco reversal with just these 2 lines without blocking trains going towards Davangere. These diverted trains will take Hubballi bypass and reach Hubli South, which is on Davangere line and take a reversal.
