CRS was done and crew requirement in panvel-roha-ratnagiri section is by CR, not KR so it makes sense they give notification.

Ok. May be there some un resolved yard electrification issues in RN to facilititate lc at regular basis. But is it a general practice in IR that one zone direct a traction change for some train in other zone? IMO they may request but not enforce...that too when kr is not a zone but psu
This is lack of coordination and joint inspection about feasibility of changing loco before issuing order. I understand that change of loco diesel to e loco at any location enroute is not as easy at change of driver in bus. there need to be sufficient infrastructure loco trip shed, loco pilots availability for hauling different types of locos, adjustment of loco manhours for effective utilisation in sections both sides.
Shortly before inspection an acquaintance of mine had traveled end to end in KRMI tejas and had reported yards at multiple places being unwired. Despite that CRS happened some days later and I had a hunch that loops in many cases were unwired. Turns out they still are unwired.
I don't understand what is this newfound habit of IR to do work to show off rather than actually doing it. They could have delayed inspection till work was complete, instead this tomfoolery happened.

Tss yet to commission.Total 4 Tss between Roha-Ratnagiri.only 1 tss commissioned.3 Tss work has been completed.Energisation left.That was reason why mangala Express loco change denied.Already freights getting Topup between Ratnagiri-ankola.And also loco change at Ratnagiri
