In case of e-tickets (confirmed or RAC), if the reservation charts have been prepared, online TDR is required to be filed for obtaining refund. No refund of fare shall be admissible on e- ticket having confirmed reservation in case the request for refund is filed online after two hours of the actual departure of the train.

Reasons why Agents have a say in Ticket Reservation policy / rules framing of IR
1-When IRCTC have recognised authorized agents for booking of tickets, IR should also consider their practical difficulties with regard to implementation of Cancellation Rules.
2-Booking period is Fixed from 0800 hours to 2000 hrs. But Travelling Time is 2400 hours round the clock, and during night time too passengers are boarding / missing trains / cancelling their journey. So IR should provide some mechanism for initiating cancellation at Boarding station itself ROUND THE CLOCK.

agents have booked the tickets, (whatever is status CNFM, RAC, WL, ) IR should recognize that it is for the passengers Travelling who are going to be put to difficulty in case of cancellations due to missed train or other reasons. And Agents are mere a medium to serve the purpose of Booking tickets. So passengers should either be prepared to pay extra amount to Agent for cancellation or IR should relax the Rules...
