The rules says: If any of the passenger status at chart preperation remains in W/L and if one or more persons on the same PNR gets confirmed, all persons are eligible to travel however, you need to inform the TTE at the earliest while boarding the train. If the passenger doesn't wants to travel, they should obtain No Journey/Non Travel Certificate from the TTE and submit the same for getting refunds. This rule is not new and enforce since a very long time. I encountered the same in 2011.
This is not looting but pure ignorance. If you have typed these in google instead of typing in this forum, you would have got the solution.

Train no 13419/13420 Bhagalpur - Muzaffarpur Jansewa Express has a lieover of 8 hrs in Bhagalpur and this train is standing on one of the platform of Bhagalpur jn. for 8 hrs. So one platform is not available for arrival & departure of other trains out of 6 platform for 8 hrs. Due to this other passing trains do wait at outer signal for platform availability and become late.
This train should extend upto Sahibganj(SBG) for utilisation of lieover of 8 hrs and platform availability at Bhagalpur jn.
